Mayor and Council

Bob Wall is a Magna Cum Laude graduate from Alief Hastings High School and received a Bachelor of Science degree with a double major from Houston Baptist University. Bob returned to Alief ISD, teaching and coaching for 31 years until he retired in 2011. His last 18 years of coaching were as the Hastings girls’ varsity basketball coach where he had a record of 418-178. He served as president of the Texas Association of Basketball Coaches, and following his retirement from coaching in 2011, has served as the assistant director of the basketball coaches association.
Bob and his wife, Ida, moved to Weston Lakes in 2007. Shortly after joining the Senior Men’s Golf Association, Bob was asked to join its board of directors and served as its president in 2017. He also served as the stadium announcer for varsity football games in Alief ISD for 15 years, hosts trivia nights at three regular venues, including Weston Lakes, and serves as the emcee for the annual induction ceremony for the Texas High School Basketball Hall of Fame. In 2019, Alief ISD named the Hastings south gym, the Bob Wall Gymnasium and in 2021, Bob Wall was elected mayor of Weston Lakes.

Mayor Pro Tem Thomas has called Texas home for 65 years, including the past seven in Weston Lakes with his wife, Debbie. He holds a bachelor’s degree in industrial education and a master’s in technology and instructional education from Texas A&M Commerce.

Thomas retired after a distinguished 45-year career in education, spending much of it as an industrial arts instructor and department head within Alief Independent School District, one of the largest education systems in Greater Houston, serving nearly 40,000 students across 48 campuses. Beyond the classroom, Thomas held several leadership roles on educational committees at the local, state, and national levels, including president of the Alief Education Association, where he successfully advocated for educators on complex policy issues using a collaborative, solution-oriented approach.

Since joining the Weston Lakes City Council in 2022, Thomas has brought that same thoughtful leadership to local governance. He serves as the city’s liaison to regional and county organizations, including MUD 81, the Houston-Galveston Area Council, and the Gulf Coast Coalition of Cities. Thomas is also an alternate delegate on the Rails to Trails Board, furthering his commitment to improving community connectivity and quality of life.He was appointed as Mayor Pro Tem in May of 2026.

His priorities include sustainable growth, emergency preparedness, and responsible resource management – values that reflect the vision and character of Weston Lakes. With a strong focus on preserving the community’s unique charm while fostering thoughtful development, Thomas is committed to ensuring Weston Lakes is well-represented at both the state and local levels.

Alderman Beustring was the past president and vice president of the United States Bankruptcy Section of the American Bar Association/YLD.  He was also the Editor in Chief of the Bankruptcy Committee Newsletter (publication of the ABA/YLD Bankruptcy Law Committee) and the Co-Editor of News and Views Newsletter (publication of the National Association of Consumer Bankruptcy Attorneys). He frequently speaks at lawyer conventions teaching other attorneys and judges about bankruptcy and credit reporting issues.  He has also worked with local affiliates of NBC, ABC, CBS, and FOX to report on issues regarding personal finances. Alderman Beustring enjoys riding dirt bikes with his children in his spare time.

Justin Burnett is a 2002 graduate of Sam Houston State University.  After graduating college he started working in supply chain management and worked for Chevron and BP for 17 years in a number of managerial roles across the world.  In his times at both companies Justin and his family had the pleasure to live and work in Venezuela, Indonesia and Baku Azerbaijan before returning to the US in 2010.  

Justin and Ann are the owner/operators of V’s Barbershop in Katy/Fulshear and will be opening a franchise location of Dogtopia in Fulshear coming this fall. 

Justin holds a Bachelor’s degree in Business from Sam Houston and an MBA in Supply Chain Management from the W.P. Carey School of Business at Arizona State University.  Justin and Ann have two kids, Kate and Brody and their dog Scout.

Justin serves as the District Governor for South Texas for Sigma Phi Epsilon Fraternity and is on the College of Business Advisory Board at Sam Houston State.   

He has been recognized for his accomplishments by being selected as the 2017 Outstanding Young Alumnus at Sam Houston, a 2017 honoree of Sigma Phi Epsilon’s Top 40 Under 40 and a recipient of the same recognition by the Houston Business Journal in 2016.

Justin and his family moved to Weston Lakes in 2019 and he was recently appointed to the City Council.  He will serve a two year term starting in November 2022.

“There are outstanding leaders in this city and I appreciate all that they have done to build a great community.  My goal is to learn from past and current council, community leaders and other organizations to continue to build on what we have and prepare us for the future.”

Appointed to Alderman in May of 2026 to fulfill the term for Mayor Pro Tem Linda Harnist, who resigned after 10 years of service to the city.
